Hi Folks:

At 6 PM Tuesday April 28th three men and woman drove in separate vehicles to the John Ball School site and tore down then packed the sign pieces into the woman's red vehicle. The sign invited the public to a meeting on Friday May 1st to discuss the public conditional use hearing on May 11th which was announced on a sign next to the one that was stolen. Who would do such a thing?

A question asked by every detective at every crime is, "Who stands to gain from such an act?" Let's consider a bit of past history of the Portland Hope Meadows Corporation.

1. October 2006. In public testimony it claimed that the Kellogg foundation was a major supporter. Untrue.

2. 2006 -2009. Refused several times to give names and contact information about board members and contributors.

3. February 2007. Chair Rhonda Meadows sent husband Erik Blythe under cover to a public meeting to disrupt the proceedings.

4. March 2007 Chair Rhonda Meadows filed a criminal complaint with the police claiming an email sent by Richard Ellmyer to more than 8,000 HAP Watcher readers threatened her with a political battle.

5. 2006-9 The entire Portland Hope Meadows board, including elected Multnomah county circuit court judge Alicia Fuchs, supported the unjust back room political deal that squashed due process and unfairly awarded 1.4 million dollars of public property to a private corporation with no history nor track record.

6. 2006-9 The entire Portland Hope Meadows board, including elected Multnomah county circuit court judge Alicia Fuchs, became willing, knowledgeable, culpable coconspirators supporting the long discredited and abhorrent public housing policy of unlimited concentration of public housing clients in any neighborhood of Multnomah county.

7. 2006-9 The entire Portland Hope Meadows board, including elected Multnomah county circuit court judge Alicia Fuchs, became willing, knowledgeable, culpable coconspirators showing a deliberate willingness to add public housing clients to the Portsmouth neighborhood which has the highest total number and the second highest percentage of public housing clients in all of Multnomah county's 117 neighborhoods demonstrating a flagrant disregard for the social and economic consequences of increasing the number of public housing clients to this already overloaded neighborhood.

8. 2006-9 The entire Portland Hope Meadows board, including elected Multnomah county circuit court judge Alicia Fuchs, became willing, knowledgeable, culpable coconspirators ignoring and rejecting all the public arguments made by the Portsmouth Residents Action Committee, the Portsmouth Neighborhood Association, the North Portland Business Association, local clergy, city council members Adams and Leonard, a former member of the Portland Planning Commission - Amanda Fritz, current and immediate past Oregon House members Kotek and Fehey representing the Portsmouth neighborhood and many ordinary citizens in opposition to the Portland Hope Meadows public housing scheme.

The applicant/lessee for the conditional use and planned district, LU 09-104313 PD CU, is Bridge Meadows (a DBA for Portland Hope Meadows Corporation) and, a new player, Guardian Management Inc. Former Housing Authority of Portland board member Richard Fernandez worked for Guardian Management when he refused to provide public housing statistical data to elected officials - Sam Adams et. al., candidates for public office - Amanda Fritz et. al., the press, taxpayers and voters. Rumor has it that Guardian Management was brought on board to facilitate the eventual stealth expansion of the proposed public housing complex into a satellite of Columbia Villa.

The Weight Of Circumstantial Evidence Is Very Strong

A report of this incident was made to the North Precinct. Eventually the four adults who rendezvoused at the John Ball School site to destroy and remove a notice of a public meeting to discuss how to prepare for a public conditional use hearing will be discovered. If it turns out that ANY of these folks are connected with the Portland Hope Meadows Corporation or Guardian Management Inc, then mayor Sam Adams (who voted against the project in October 2006 with reasonable, defensible arguments that remain valid and unchallenged based on the fact that there was no due process) will be righteously obliged to immediately pull the plug on this dirty and deceitful project that should have been reviewed and rejected by the Portland Planning Commission and mayor Adams long ago.
